1.General Background:The Senior Community-Based Protection Assistant normally reports to a more senior Protecon colleague. The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.
The Senior Community-Based Protection Assistant provides quality, timely and effective protection support to persons of concern (PoC) and identifies opportunities to mainstream protection methodologies and safeguards in operational responses. S/he contributes to designing a comprehensive protection strategy and may liaise externally with local authorities and partners on protection issues as guided by the supervisor. S/he promotes alignment with GBV minimum standards and respect of GBV Guiding Principles. S/he also ensures that persons of concern, women and girls, are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance
partners.

2. Purpose and Scope of Assignment:
- Apply International and National Law and relevant UN/UNHCR and IASC policies, standards, and codes of conduct consistently.
- Provide counselling on protection issues to persons of concern (PoC) and liaise with competent authorities for documentation issuance.
- Support and contribute to AGD-based programming in protection with implementing and operational partners.
- Conduct preliminary information gathering and interviews to support eligibility, status determination, durable solutions, and social needs assessments.
- Contribute to country-level protection strategies, including child protection and education plans for PoC.
- Monitor Standard Operating Procedures (SOPs) for all protection and solutions activities.
- Participate in individual protection case management, including survivor-centered support for GBV survivors and child protection cases, in line with Inter-Agency GBV Guidelines and UNHCR SOPs.
- Monitor and report protection incidents, including refoulement, expulsion, and other violations.
- Conduct GBV prevention and response activities, including awareness-raising sessions, dialogues, participatory methods, and community-based protection initiatives, with support for community mobilizers.
- Facilitate age, gender, and diversity-sensitive approaches in outreach and programming.
- Strengthen referral pathways for GBV survivors by working closely with health, legal, psychosocial, and protection actors.
- Document GBV incidents in compliance with data protection protocols and contribute to GBVIMS where applicable.
- Promote UNHCR's zero-tolerance policy on SEA and ensure survivors are aware of complaint and feedback mechanisms (CFM).
- Support distribution of dignity kits and GBV-related items to targeted populations.
- Contribute to GBV prevention campaigns, aligned with global observances like 16 Days of Activism and International Women's Day.
- Prepare daily and regular reports, routine correspondence, update databases, compile statistics, and document activities, trends, gaps, and challenges within the Area of Responsibility (AoR).
- Contribute to initiatives to enhance national and local protection capacities.
- Identify PoC for preliminary interviews and determine relevant information to share.
- Ensure integrity in protection service delivery by local implementing partners.
- Perform other duties as required to strengthen GBV programming, service delivery, and overall protection efforts.
3. Monitoring and Progress Controls:
The incumbent will be required to report weekly/monthly and otherwise as needed on their performance in the following manner:
- Contribution to UNHCR's CBP reports within the operation.
- Providing inputs to external reporting.
- Creating new reporting modalities in their area of responsibility within their TORs.
In addition, the incumbent will be expected to continuously inform the office on gaps/needs within their work, maintaining contacts with key stakeholders within their work (including partners and FDSP) and reporting on emerging needs.
Reporting dates:
The incumbent will be required to report weekly/monthly to the supervisor and head of unit.
Final Evaluation:
The final evaluation will be carried out by the Supervisor towards the end of the contract to recommend a renewal for the following term based on budget availability due 31 December 2025

b. Work Experience
Essential
Some work experience relevant to case management in a local context and having experience in broader protection or social work involving empowerment of women and girls, gender, child protection, mental health, counselling and working with survivors, humanitarian and development issues. Skills and experience in interviewing and working with children and families.
Desirable
Knowledge of UNHCR protection policies and tools, including the UNHCR Best Interests Procedures Guidelines, Guiding Principles, GBV case management standards, and the application of the Age, Gender and Diversity Policy. Previous experience in working with operational partners.

Language Requirements
For General Service jobs: Knowledge and fluency of English and/or UN working language of the duty station, if not English.
**Desired Candidate Profile**
o Field Experience: Prior work in GBV prevention, risk mitigation, and response, especially in humanitarian or displacement contexts.
o Case Management: Experience in individual case management and survivor-centered approaches is essential.
o Relevant experience in GBV Programming in humanitarian settings is required.
o Technical expertise in GBV case management, GBVIMS or Primero proficiency & PSEA policy implementation is required.
