The HR Manager will oversee all HR functions, includingtalent acquisition, employee relations, performance management, payroll,compliance with Libyan Labor Law, and policy development. This role alsoentails driving organizational development and ensuring HR processes arestreamlined and effectiveRequirementsKey Responsibilities:1. Leadership & Management• Providestrategic direction and leadership to the HR team, ensuring the delivery ofhigh -quality HR services.• Act as akey business partner to senior management, providing guidance on HR -relatedmatters and aligning HR practices with organizational needs.• Develop aculture of accountability, collaboration, and innovation within the HRdepartment.2. Strategic Planning• Designand execute HR strategies that support the company's mission, vision, andobjectives.• Leadworkforce planning, ensuring the organization is well -positioned to meet futurechallenges and opportunities.• Overseesuccession planning, talent pipeline development, and organizationalrestructuring initiatives.• Analyzeindustry trends and benchmarks to ensure HR practices remain competitive andeffective. 3. Employee Relations & Engagement• Foster apositive and inclusive workplace environment that promotes employeesatisfaction and productivity.• Serve asa mediator for employee concerns, addressing grievances promptly andeffectively.• Conductemployee satisfaction surveys and develop action plans to enhance engagement.• Designand implement initiatives to improve employee well -being, morale, andretention.4. Compliance & Policy Development• Ensureall HR policies and procedures comply with Libyan Labor Law and internationalHR standards.• Regularlyupdate HR policies and employee handbooks to reflect regulatory changes andbest practices.• Overseethe handling of disciplinary actions and ensure adherence to due process.5. Payroll & Compensation Management• Managepayroll processing, ensuring accuracy, timeliness, and compliance with tax andlabor regulations.• Designand implement competitive salary structures and benefit programs.• Conductregular benchmarking to ensure compensation practices are aligned with markettrends.6. Training & Development• Assesstraining needs across the organization and develop tailored training programs.• Overseethe implementation of leadership development initiatives and successionplanning frameworks.• Promote aculture of continuous learning and professional growth.7. Performance Management• Developand implement performance appraisal systems to drive accountability and highperformance.• Guidemanagers in setting measurable goals and providing constructive feedback totheir teams.• Addressunderperformance through structured improvement plans.8. HR Operations & Technology• Overseethe maintenance of HR systems, ensuring data integrity and confidentiality.• StreamlineHR processes to enhance operational efficiency.• GenerateHR analytics and reports to inform decision -making and track KPIs.9. Health, Safety, and Well -Being• Collaboratewith management to ensure workplace health and safety standards are met.• Developprograms to support employee mental health and overall well -being. Qualifications and Experience:Experience:• Minimum8–10 years of progressive HR experience, with a proven track record insupervisory or managerial roles.• Demonstratedsuccess in driving HR initiatives in alignment with organizational goals.Skills:• Exceptionalemotional intelligence and interpersonal skills.• Advancedanalytical and decision -making capabilities.• Strongverbal and written communication skills in English (Arabic is an advantage).• Highproficiency in MS Office and HR software (e.g., HRIS).  Knowledge:• In -depthknowledge of Libyan Labor Law and employment regulations.• Expertisein HR policies, procedures, and best practices.Attributes:• Supportiveand approachable demeanor, capable of building trust with employees.• Strongorganizational and multitasking skills, with a focus on delivering results.• Highlevel of discretion and ability to manage sensitive information. Key Competencies:• StrategicPlanning and Visionary Thinking• EmotionalIntelligence and Relationship Building• AnalyticalThinking and Problem Solving• DecisionMaking and Leadership• Influenceand Change Management
