Programme Management Officer

OCHA is seeking a highly skilled Programme Management Officer to join our team in Libya. The successful candidate will be responsible for providing technical support to UNSMIL and leading the implementation, monitoring, and evaluation of capacity building projects in the mine action sector.

• Develops, implements, and evaluates capacity building projects in support of Libyan security and defense institutions and other relevant mine action stakeholders.
• Monitors and analyzes programme/project development and implementation, reviewing relevant documents and reports.
• Liaises with relevant parties, ensuring follow-up actions and coordination.
• Coordinates policy development, including the review and analysis of issues and trends.
• Generates survey initiatives, designs data collection tools, and reviews, analyzes, and interprets responses.
• Organizes and prepares written outputs, including draft background papers, analysis, and sections of reports and studies.
• Provides substantive backstopping to consultative and other meetings, conferences, etc.
• Initiates and coordinates outreach activities, conducts training workshops, and makes presentations on assigned topics/activities.
• Leads and/or participates in large, complex field missions, providing guidance to other Mission's components and drafting mission summaries.

Requirements:

• Advanced university degree (Master's degree or equivalent) in business administration, management, military, police, or a related field.
• A minimum of seven years of progressively responsible experience in project or programme management, administration, or a related area is required.
• At least 5 years of experience in a mine action field programme in one or more of the following areas: explosive ordnance disposal, demining, IED threat mitigation, explosive ordnance risk education, and/or weapons and ammunition management.
• Experience in an advisory and/or managerial role in a conflict or post-conflict setting in the United Nations or similar international organization with direct experience in engaging with senior government officials.
