Consultancy for the Assessment of Bilateral Labor Agreements

The Government of Libya has signed or initiated negotiations on several Bilateral Labor Agreements (BLAs) with migrant workers' countries of origin, including Niger, Chad, Bangladesh, Pakistan, Ghana and Egypt. These agreements vary in their level of formality, implementation and IOM's involvement. Some MoUs/BLAs have been shared informally with IOM and require careful handling due to confidentiality considerations. Recent communication from the Libyan Ministry of Foreign Affairs (MoFA) confirms that BLAs should be signed directly between governments, without third-party facilitation. This shift requires IOM Libya to reassess its engagement strategy and support role, particularly as BLA activities are deliverables under the IDF project. With this background, IOM Libya will conduct an internal assessment of all BLAs of Libya to date, with a view to identifying gaps and challenges in their implementation and monitoring, and to provide recommendations for future IOM programming.

ResponsibilitiesTasks to be performed under this contract
- By 15 November 2025: Inception Report (max. 5 pages): methodology, sources, etc.
- By 15 December 2025: Draft Assessment Report (20–25 pages): analysis of each BLA, implementation status, and challenges.
- By 30 January 2026: Final Report (25–30 pages): consolidated findings, gap analysis, recommendations for IOM programming. Annex should include 1-2 page summary of each BLA.
Performance indicators for the evaluation of results
The consultant's performance will be evaluated based on the following indicators:
- Timeliness: All deliverables (inception, draft, and final reports) submitted within the agreed deadlines.
- Quality of Analysis: Reports demonstrate accuracy, depth, and clear synthesis of findings based on available documentation and stakeholder inputs.
- Relevance of Recommendations: Proposed recommendations are practical, context-appropriate, and aligned with IOM Libya's mandate and strategic priorities.
- Compliance with Instructions: Full adherence to the Terms of Reference, including confidentiality provisions and IOM reporting standards.
- Responsiveness: Timely incorporation of feedback and proactive communication with IOM throughout the consultancy.
Qualifications
Education
- Advanced degree in international law, migration governance, or related fields.
Experience
- Minimum 7 years of experience with labour migration, BLAs, or policy/legal analysis.
- Proven experience in fragile/transition contexts; Libya/MENA knowledge an asset.
- Strong research and report-writing skills in English; Arabic desirable.
Languages
- English (required), Arabic ( desirable)
IOM's official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
