Damascus, Syria Position Objective: Design and develop Element Management System (EMS) and Network Management System (NMS) solutions for the telecom network. Responsible for creating management platform architectures covering network supervision, fault management, performance management, configuration management, and OSS/BSS integration. Ensure all management system designs support efficient multi-domain, multi-vendor network operations and align with NOC operational requirements and industry management standards.

Responsibilities:
Design EMS and NMS platform architectures for multi-domain, multi-vendor network management. Develop detailed HLD and LLD for network management systems covering IP/MPLS, DWDM, access, and security domains. Define management network topology, out-of-band (OOB) management interfaces, and protocol architectures. Design network element connectivity to management platforms using NETCONF/YANG, SNMP, CLI, and REST APIs. Ensure management system design supports all required automation and programmability capabilities. Design Fault Management architecture including alarm correlation, deduplication, escalation, and notification workflows. Design Configuration Management workflows for automated device provisioning, backup, and compliance checking. Design Performance Management KPI collection, threshold monitoring, reporting, and trending architectures. Design Accounting and Security Management functions aligned with operational and compliance requirements. Define SLA monitoring dashboards and performance reporting frameworks for NOC operations. Design northbound integration architecture between EMS/NMS platforms and OSS/BSS systems. Define integration interfaces and data exchange models using REST APIs, CORBA, TL1, or vendor-specific adapters. Develop service activation, order management, and inventory management integration workflows. Design mediation layer architecture for normalizing multi-vendor management data into unified OSS formats. Design NOC supervision platform architectures, operator dashboards, and real-time monitoring views. Define network topology discovery, auto-inventory, and visual network map design requirements. Design event correlation rules, ticket integration workflows, and escalation management processes. Define NOC operational procedures, role-based access control, and operator workflow designs. Design unified management frameworks and abstraction layers for multi-vendor network environments. Define vendor-agnostic management interface standards and adapter integration designs. Evaluate vendor EMS/NMS platforms and northbound interface compliance with design requirements. Coordinate with network domain designers to ensure complete management coverage across all network layers. Qualifications &

Experience:
Bachelor's or Master of Engineering in Telecommunications, Information Technology, or Computer Science. Minimum 7 years of experience in EMS/NMS design and network management system integration. Strong knowledge of FCAPS, OSS/BSS integration, and management protocol standards (NETCONF, SNMP, REST). Experience with multi-domain, multi-vendor network management platform design and integration. Familiarity with leading EMS/NMS platforms (Ericsson OSS, Nokia NetAct, Huawei U2000, Ciena MCP). Experience with automation, network programmability, and model-driven management is a plus. Good communication, documentation, and presentation skills.
