THE NORWEGIAN REFUGEE COUNCIL (NRC) IS AN INDEPENDENT HUMANITARIAN ORGANIZATION

POPULATIONS WORLDWIDE, INCLUDING IN LIBYA. IN LIBYA, NRC SUPPORTS HUMANITARIAN
OPERATIONS THROUGH STRONG LOGISTICAL AND ADMINISTRATIVE SYSTEMS TO ENSURE TIMELY
AND EFFICIENT DELIVERY OF AID IN LINE WITH HUMANITARIAN PRINCIPLES AND NRC’S
STRATEGIC OBJECTIVES.
THE LOGISTICS TECHNICAL ASSISTANT, BASED IN THE TRIPOLI AREA OFFICE, PLAYS A KEY
ROLE IN SUPPORTING DAY-TO-DAY LOGISTICS FUNCTIONS. UNDER THE SUPERVISION AREA
MANAGER AND THE TECHNICAL SUPERVISION OF THE LOGISTICS MANAGER AT CO, THE
ASSISTANT IS RESPONSIBLE FOR IMPLEMENTING LOGISTICS ACTIVITIES INCLUDING
PROCUREMENT, FLEET COORDINATION, ASSET TRACKING, AND DOCUMENTATION. THE POSITION
ENSURES THAT LOGISTICS SUPPORT IS DELIVERED IN A TIMELY, TRANSPARENT, AND
COMPLIANT MANNER TO ENABLE EFFECTIVE PROGRAM DELIVERY.
ROLES AND RESPONSIBILITIES
AS PART OF THE LOGISTICS TEAM, THE LOGISTICS TECHNICAL ASSISTANT SUPPORTS THE
EFFICIENT DELIVERY OF NRC’S LOGISTICS SERVICES. THE ROLE IS RESPONSIBLE FOR THE
DAY-TO-DAY IMPLEMENTATION OF LOGISTICS ACTIVITIES, FOCUSING ON FLEET AND ASSET
MANAGEMENT AND ASSISTING WITH PROCUREMENT PROCESSES. WORKING COLLABORATIVELY,
THE ASSISTANT ADAPTS TASKS BASED ON OPERATIONAL PRIORITIES AND WORKLOAD,
ENSURING LOGISTICS SUPPORT IS TIMELY, COMPLIANT, AND EFFECTIVE IN ENABLING
PROGRAMME IMPLEMENTATION. THE POSITION COORDINATES CLOSELY WITH PROGRAMME STAFF,
SUPPORT STAFF, DRIVERS, AND SUPPLIERS TO MAINTAIN SMOOTH OPERATIONAL WORKFLOWS.
GENERIC RESPONSIBILITIES
1. ADHERE TO NRC POLICIES, HANDBOOKS, GUIDELINES, AND SOPS.
2. PREPARE AND SUBMIT REGULAR STATUS REPORTS AS REQUIRED BY MANAGEMENT.
3. ENSURE ACCURATE AND ORGANIZED FILING OF ALL DOCUMENTS.
4. CONTRIBUTE TO THE IDENTIFICATION OF OPPORTUNITIES FOR IMPROVEMENT WITHIN
SUPPORT FUNCTIONS.
5. ATTEND RELEVANT SIP CAPACITY-BUILDING SESSIONS, I.
E. SIP BASIC TRAINING 6. IMPLEMENT SIP-RELEVANT ACTIVITIES AS INCLUDED IN THE CO ACTION PLAN FOR YOUR AREA OF WORK SPECIFIC
RESPONSIBILITIES:
* Planning, monitoring, and coordination of vehicle movements and transport requirements.
* Track vehicle maintenance, servicing schedules, and equipment readiness.
* Maintain accurate fleet records, including logbooks, fuel consumption, and maintenance history.
* Monitor fleet performance, including utilization, costs, and compliance with safety protocols.
* Provide guidance to drivers on fleet procedures and documentation requirements.
* Maintain organized fleet and driver records in the filing system.
* Maintain and update the asset register, ensuring accurate tagging, recording, and tracking.
* Conduct periodic verification of assets and report discrepancies, losses, or damages to the Area Manager and Logistics Manager.
* Support asset disposal, transfer, or donation following organizational and donor guidelines.
* Provide advice and support to staff on proper use and care of assigned assets.
* Assist in local procurement processes, including documentation, follow-ups with suppliers, and support for evaluation committees.
* Support procurement activities at Area and CO levels as required.
* Maintain and update the supplier database to keep records accurate and complete.
* Maintain logistics files (fleet, assets, procurement) in an organized and audit-ready manner.
* Update logistics systems and databases (e.g., eCM, eFS, filing tree) to keep data accurate and current.
* Prepare periodic reports on fleet usage, asset inventories, and procurement support for management.
* Report any misuse, loss, or damage of fleet or assets to the Area Manager and Logistics Manager.
* Attend relevant SIP Basic Package training opportunities
* Promote, encourage the implementation of SIP CO action plan *Any other tasks as delegated by the line manager. SCALE AND SCOPE OF THE POSITION Financial responsibility: NA Resources responsibility: eFS, UNIT4, eCM, eTB, Intranet, Filing tree CRITICAL INTERFACES
* Programme Staff: To understand operational needs, receive procurement/fleet requests, and ensure timely delivery of goods and services that support program implementation.
* Support Staff: To coordinate procurement approvals, asset and fleet reporting, payment processing, and compliance with organizational policies.
* Suppliers/Contractors: To ensure timely supply of goods and services, monitor supplier performance, and maintain contractual compliance according to NRC standards.
* Drivers: To coordinate vehicle operations, ensure adherence to safety and duty schedules, and provide guidance on proper documentation and fleet procedures. GENERIC PROFESSIONAL COMPETENCIES
* 1–3 years of experience working in logistics, preferably in a humanitarian context.
* Previous experience working in complex and volatile operational environments.
* Demonstrated results relevant to the responsibilities of the position.
* Proficient in written and spoken English.
* Experience in conducting competitive, transparent, and accountable procurement.
* Strong document management skills.
* Experience managing stock, fleet, and assets.
* Good IT skills, particularly in email, Microsoft Excel, and Word; experience with Microsoft 365 is an advantage. CONTEXT RELATED SKILLS, KNOWLEDGE AND EXPERIENCE
* Understanding logistics operations in volatile contexts
