Libya remains a key destination and transit country along the central Mediterranean route for migrants seeking to reach Europe. Migrants, refugees and internally displaced persons (IDPs) in Libya are highly vulnerable to violence, exploitation and abuse with limited access to critical lifesaving support, such as health services, food, shelter and protection assistance The complex political context, characterized by ongoing tensions and security challenges, creates an environment of insecurity, violence, and human rights abuses against migrants. The situation is especially dire for children in these mixed migration flows, as they have limited access to education and their caregivers often lack documentation, face unemployment, and are at risk of arbitrary detention, trafficking, or forced family separations due to their irregular entry into Libya. Social isolation further hinders their access to essential protection services. IOM established its operations in Libya in 2006. Throughout the country, IOM provides a comprehensive response to the needs of migrants in vulnerable situations. In this context, IOM is committed to ensuring quality and responsive programming in line with the evolving needs of affected populations and communities and enforce the Organization's zero tolerance against sexual exploitation, abuse and other misconduct.
Under the overall supervision of the Senior Programme Coordinator, the direct supervision of the Protection Officer (Policy and Capacity Development), and in close coordination with other relevant units, the incumbent will support the implementation and monitoring of IOM Libya Accountability to Affected Population (AAP) activities within the Protection Division (PXD). The incumbent will be based in Tripoli with travels to other areas of responsibility throughout the country.
