What we are looking for:
A
highly qualified, experienced and dynamic education professional to provide support to our teams in NRC Libya Office.
The successful candidate will be responsible for implementing the Education program in Tripoli, while adhering to NRC's governance protocols and principles for education projects, as well as related advocacy and coordination activities.
The position holder will be in charge of managing and supervising all educational activities from inception to completion.What you will do:
- Contribute to the development of Country, Area and Education Programme strategies, initiate and participate in the development of relevant Education Programme projects.
- Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
- Coordinate with Area Office management to ensure the provision of Children and Youth Programming, and Basic Education activities.
- Build capacity of education teams to operationalize quality, timely and comprehensive education programming.
- Ensure the use of existing monitoring and evaluation processes with the Education team and collaborate with the Country Office to develop or streamline new Monitoring and Evaluation (M&E) tools to support a responsive and effective programming approach.
- Promote increased inclusion and accessibility within all education activities.
- Support the development of NRC Education Response Strategies.
- Ensure quality control of education activities through the development and rollout of output and outcome level monitoring and evaluation tools, guidelines and procedures.
- Participation of BVA and PCM meeting to provide updates on work, spending and procurement plans.
- Assess trends and changes in the context and assess needs of children and youth in order to identify gaps in education service provision and identify ways to better assist people in need.
- Contribute to the development of the NRC education strategy and macrolog frame, theories of change, and NRC education workplan and ensure they link to other Core Competencies.
- Oversee and is responsible of Safe and Inclusive Programming (SIP) guidelines in the NRC's related activities as per NRC's guidelines and ensure that all breaches/concerns reported are properly resolved.
- Ensure appropriate Financial and Logistical NRC systems/ procedures are adhered to within the Education team (including supply chain management)
- Overall budget management for all the Education projects/portfolio implemented in the Area and ensure appropriate burnrates are maintained and that solutions to over/under expenditure are applied.
- Drawing up plans, proposals, and budgets for new projects/extensions of projects in conjunction with the relevant team, both programme and support staff.
- Provide regular progress reports to the Area Manager and the Education Specialist.
- Member of the Area Management Team for A05.
What you will bring:
- Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context.
- Experience of working in complex and volatile contexts. Knowledge of the context in Libya is highly desirable.
- Technical education expertise
- Knowledge about own leadership skills/profile with documented results related to the position's responsibilities.
- Experience of a flexible approach to managing and prioritizing a high and diverse workload.
- Fluency in English, both written and verbal (working language of office). Good knowledge of Arabic Language is an added advantage.
What we offer:- Duty station: Tripoli, Libya.
- Contract: Fixed term 12 months (renewable based on funding)
- Travel: 40% to areas of operations.
- Salary/benefits: grade 8 on NRC's salary scale, with accompanying terms and conditions
